Level of Service Overview

All calculations and information on the Level of Service calculations are based on the Highway Capacity Manual (HCM) - Sixth Edition.


There are four units of analysis in HCM, each of which can receive a unique Level of Service score for pedestrians and bicyclists. The four units of analysis are listed below:


  1. Intersection scores....

  2. Link scores can span multiple blocks when intersections between these blocks are not signalized, or are controlled by either four-way stops or two-way stops where the cross-street to the link stops and traffic on the link does not stop.

  3. Segment scores combine link scores and downstream boundary intersection scores with additional segment-wide considerations such as how crowded the segment is and how difficult it is to cross the street.

  4. Facility scores are length-weighted averages of segment scores.
